for RoJAM 2.0 17

-6th National Jamboree of the Romanian Scouts-

 

1.1. AGE LIMITS

Young people aged 11 and 24 years at the start of the Jamboree (i.e. those born between 3rd August 2006 and 15th August 1992) are eligible to take part in RoJAM 2.0 17 as participants.

All leaders must be at least 19 years of age at the start of the event.

 

1.2. AGE LIMIT FOR IST

Individuals aged 18 and above (born before August 1999) may choose to register as IST, becoming members of International Service Team.

 

1.3. AGE LIMIT FOR ROVERS

All Rovers must be aged 19 and 24 to be eligible to participate in the Rover’s Programme (i.e. those born between July 31st 1998 and 15th August 1992).

 

2.1. FEES

Participation fee: 200 euro – applicable for Scouts, Explorers, Rovers and Leaders – includes 3 meals per day, camping space, access to all activities

IST fee: 100 euro – will cover accommodation and meals from the moment you arrive on site

Home Hospitality: 30 euro/participant – includes transportation from and to the Jamboree site and your host family will provide you with meals and accommodation

2.2. WHAT DOES THE FEE COVER

2.2.1. FEE FOR PARTICIPANTS

The fee for participants includes:

  • All camp-site fees from the day of the opening ceremony to the day of the closing ceremony.
  • The RoJAM 2.0 17 programme, including all costs for activities.
  • All meals for the duration of the Jamboree, from dinner on the 4th of August through breakfast on the 15th of August for those still on-site.

No personal equipment is provided. Participants unable to carry their own due to flight regulations may rent a two-person tent for 5 EUR per day per tent, provided a prior reservation no later than July 1st. The rent cost for the JAMHotel may be transferred no later than July 18th.

  • Medical care in case of illness (excluding pre-existing conditions) or accidents, including minor surgery or treatment if necessary for the duration of RoJAM 2.0 17. Medications and any expenses relating to specialized care or hospitalization are NOT included in the fee.
  • The RoJAM 2.0 17 official participation pack.

 

2.2.2. FEE FOR IST MEMBERS

The fee for members of International Service Team (IST) includes:

  • Briefing and training (including role specific training) prior to the arrival of participants.
  • All meals for the duration of the Jamboree, from dinner on the 2nd of August to breakfast on 16th of August.
  • Medical care in case of illness (excluding pre-existing conditions) or accidents, including minor surgery or treatment if necessary for the duration of RoJAM 2.0 17. Medications and any expenses relating to specialized care or hospitalization are NOT included in the fee.
  • A program of activities for when off duty, a neckerchief, badge and a handbook.

2.3. PAYMENT SCHEDULE

All payments must be made before June 30th. All troops and participants that have not paid the necessary amount before the given date will be considered as retired from the Jamboree.

 

3.1. REFUND POLICY

In the unlikely event in which a troop or participant can not attend anymore, they may or may not receive a refund according to the following timetable::

Until May 1st: 50% of the fee can be refunded

Until June 1st: 25% of the fee can be refunded

After June 1st: no refund is possible.

The above apply to all possible cases and will not be prone to modify in any circumstances.

 

3.2. CANCELLATION

The National Organization of the Romanian Scouts may decide to cancel the event due to compelling reasons. In the event of RoJAM 2.0 17 being cancelled due to circumstances beyond the organizer’s’ control (e.g. acts of terrorism, natural disasters or calamities, acts of war, etc.), there will be no fees reimbursement.

 

3.3. CANCELLATION FOLLOWING ARRIVAL

The RoJAM 2.0 17 fee will not be refunded should the event be cancelled after the 1st of August 2017, regardless of the reason.

 

4.1 PARTICIPATION PERMISSION

Permission of Participation will be granted only when all necessary procedures (online registration, confirmation from you NSO/NSA), including payment of the full fee, have been completed by the contingent.

Any paperwork, including Visa invitation, will only processed after such procedures are completed.

 

4.2. SENDING PERSONAL INFORMATION

Each contingent or group must submit personal information relating to its members in designated forms, which will have been requested from contingeng/group leaders via e-mail and available during registration through our online soft. Any changes to important information made after July 1st 2017 will be subject to surcharges.

 

4.3. SIZE OF PATROL

A patrol must have between 4 and 9 members and is accompanied by one adult leader. A group/contingent must be composed form at least one patrol.

Rovers must register individually. A group of Rovers from the same NSO/NSA will not be considered a patrol.

 

4.4. IST

The International Service Team is essential to the successful execution of RoJAM 2.0 17 objectives, therefore all NSOs are encouraged to assist the organizers by recruiting suitable adults for the IST.

ISTs will be given the option to live and serve in international patrols, according to their prefered area.

 

5.1. RESPONSIBILITY OF NSOs

Each National Scout Organization and Association accept full responsibility for its members taking part in the 6th National Jamboree of the Romanian Scouts: RoJAM 2.0 17 and shall confirm their participation with their respective International Commissioner.

 

5.2. RESPONSIBILITY OF GROUP

The group leaders accept full responsibility for the members of their group at RoJAM 2.0 17

 

6.HEALTHCARE

 

6.1. SCOPE OF HEALTHCARE PROVIDED

Participants of RoJAM 2.0 17 will have access to the event’s own medical facilities from the time of the opening ceremony to the closing ceremony. Note, however, that pre-existing conditions are excluded.

 

6.2. SERVICE PROVIDED

Medical facilities at the Jamboree site are merely provisional facilities focusing on first aid and pre-hospital care. Any further treatment required will be provided at local medical facilities.

The RoJAM 2.0 17 fee does not cover clinical examination and /or treatment (e.g. suspected fractures, treatment requiring hospitalization, etc.) and each individual is responsible for any expenses incurred by such treatment and/or hospitalization. Therefore, everyone attending the Jamboree is required to obtain insurance to cover such an eventuality, and it is the responsibility of the group’s leader to ensure such insurance has been obtained.

 

6.3. TRAVEL INSURANCE

It is recommended that you obtain appropriate insurance cover, such as a travel insurances for the period prior to arrival at the start of RoJAM 2.0 17 and until after the last day of the event, in addition to the medical insurance described in article 6.2.

 

6.4. PRE-EXISTING CONDITIONS

Those with pre-existing medical conditions should make special arrangements so as to be able to pay for any treatment related to such conditions.

 

6.5. REPATRIATION

The RoJAM 2.0 17 medical arrangements are based on providing treatment in Romania and do not include repatriation, whether for medical or other reasons. It is recommended that you obtain your own insurance to cover such an eventuality.

7. RULES

7.1. RoJAM 2.0 17 REGULATIONS

In the spirit of “One World One Promise” principle, the Rojam 2.0 17 Regulations is a set of useful rules meant to ensure a positive Jamboree experience for everybody:

  • Wear your Scout Neckerchief and Jamboree ID at all times, especially during activities that take place outside camp-site, unless asked to remove them for safety reasons.
  • Acknowledge, understand and follow the Scout Law and Promise at all times.
  • Be tolerant, respectful and understanding with all the others. Be polite and behave as a true representative of your National Scout Organization.
  • Respect other cultures and their beliefs, habits or traditions, as you may want others do in return.
  • Displays of intimacy in public are discouraged. Participants should respect the diversity of cultural attitudes concerning personal contact.
  • In-tent participants allocation is the group-leader’s responsibility. Be considerate during the night when people are asleep, especially from 23:00 to 6:00. We encourage you to be as silent as possible during those hours.
  • Respect other people’s property. If you didn’t bring it or buy it, then leave it alone or better than that – report it.
  • Handle knives and all other sharp objects with care. Keep your own knife safely in a bag or special cover when it is not in use.
  • Use a flask for drinking water to minimize the amount of rubbish. Be considerate to others when using the showers and lavatories.
  • Respect and follow all signs and instructions – ‘out of bounds’ or restricted access areas have been designated for a good reason, as everyone safety is a major concern.
  • The Staff Area is for adults and staff members only. Participants are not permitted into this area.
  • Consumption of alcohol at the Jamboree site and during the event is prohibited.
  • Smoking is tolerated only in the specially designated areas. No more than 3 participants are allowed to be there at a time. Access to non-smokers is forbidden.
  • The possession, use or supply of illegal substances according to Romanian Law is expressly forbidden.
  • Gambling, promoting or selling items are not allowed. You may swap your Neckerchief and Badges with other participants.
  • Refrain from using bad language (blasphemy or swearing), as there is no room for such conduct in the Scout Law.

 

Staff and adult participants complementary rules :

  • Be aware that Romanian Scout leaders conduct is subject to the “Yellow Code”
  • All adults taking part to the Jamboree must complete the E-learning module, which available at  http://edu.scout.ro/register
  • Group leaders are responsible for the contingent participants’ behavior during the Jamboree and are due to report any misconduct to the Camp Responsible as soon as possible.
  • Group leaders will be involved in all decisions resulting from improper Scout conduct and/or RoJAM Rules violation.

 

7.2. LOCAL LAWS

The Jamboree takes place in Romania, therefore Romanian law will prevail. By Romanian law, the legal age of adulthood is 18, for smoking and alcohol consumption is also 18. However, consumption of alcohol, drugs or any illegal substances is prohibited during the entire event, and on all camp activity sites. Smoking is limited to designated areas only.

As Rojam 2.0 17 is an international Scout event, governed by the Scout Promise and Law, all RoJAM participants are subject to WOSM general membership rules and regulations applicable for such events.  

 

7.3. PENALTIES AND EXCLUSION

Any participant (regardless of age) breaking RoJAM 2.0 17 regulations described in section 7.1 or any national laws may be evicted from the Jamboree site, after an internal investigation conducted by the camp-site responsible. Whenever appropriate, the group leader will be involved in such a decision. Anyone – including guests and visitors – behaving in a manner considered dangerous, which causes offence to others, or is otherwise inappropriate in the context of a National Jamboree, will be evicted from the camp site and will not be eligible to any fees reimbursement whatsoever. Any expenses arising from the exclusion or eviction of such groups or individuals will be the responsibility of the individuals involved, and complaints or requests for compensation will not be taken into consideration.

 

8.PRIVACY POLICY

8.1. COLLECTION AND MANAGEMENT OF PERSONAL INFORMATION

In order to successfully organize and execute the 6th National Jamboree of the Romanian Scouts, the RoJAM 2.0 17 organizers must gather and use certain personal data relating to attendees, as such mentioned under Law 677/2001 with Regard to the Processing of Personal Data and the Free Movement of Such Data.

 

8.2. AGREEMENT

By registering personal information, such as name and date of birth, the individual explicitly consents to the retention of the personal data for purposes designated to the organization and execution of RoJAM 2.0 17 only. Registration also implies explicit agreement with the Privacy Policy as well as with the Terms and Conditions of the 6th National Jamboree of the Romanian Scouts – RoJAM 2.0 17.

 

8.3. PRESUMPTION OF AGREEMENT

In line with art 8.2, should one supply data on behalf of others (proxy), it is assumed that he/she have obtained their consent for the RoJAM 2.0 17 organizers to retain their personal data. The organizers assume that a proxy will have received explicit prior agreement from the individual concerned. The proxy is responsible for obtaining the agreement of this individual.

 

8.4. USE OF PERSONAL INFORMATION

Any personal information retained will not be shared with any third parties, except where necessary for the planning and execution of the National Jamboree – RoJAM 2.0 17.

 

8.5. TALENT RELEASE

By registering for RoJAM 2.0 17, you consent to any media footage (e.g. video, photographs, audio) taken at the Jamboree, and in which you may feature, to be used by the National Organization of the Romanian Scouts, World Organization of the Scouting Movement, as well as its licensees or assignees, for all advertising, publicity, and/or editorial purposes, for commercial and/or non-commercial purposes, for worldwide distribution in perpetuity.

9.BY-LAWS

9.1.UPDATES

The Terms and Conditions for the 6th National Jamboree of the Romanian Scouts – RoJAM 2.0 17 may be updated. The most recent version will always apply. Please contact the Jamboree organizers for any necessary clarification.

 

9.2. LANGUAGE

In the event of a conflict arising out of the interpretation of these Terms and Conditions, the English text shall prevail.

 

9.3. JURISDICTION

In any conflict relating to these Terms and Conditions, Romanian law shall apply, and the Bucharest Courthouse shall have exclusive jurisdiction in any disputes.
